AI in public procurement: When accountability becomes algorithmic
A ministry of health releases a tender for medical supplies. Three hundred vendors submit bids. A procurement officer uses an AI system to evaluate the bids, rank the vendors and recommend an award. The officer cannot explain why the system ranked Vendor A above Vendor B. The vendor community cannot audit the decision. The public cannot verify whether the process was fair.
